framework install fails - oserv unavailable

installing 3.7 on win2k I get a failure as shown below. The oserv is running and a telnet can connect to it but odadmin, odstat etc. fails. Any help appreciated as I've been going round in circles. BTW I've put an entry in the hosts file and run wlocalhost too.

MS-Win2000 need Tivoli Framework Version 3.7B not V3.7 and
you can try again.

I have found the problem now.... I was trying to install after connecting in remotely using Terminal Services. I guess to you regular Windows types it's well known not to do this but I'm a UNIX guy and I naively thought it was like an Xlogin. Since finding the problem several people have said that there are many other applications that don't work when installing/using with TS. The more I use Windows the more I realise how bad it is.
