frameset won't dsiplay local

I've set up a framset:
nav.htm (bottomFrame)
head.htm (mainFrame)
index.htm (frameset)

when i save these files to my local drive and try to view the frameset offline they won't display. otherwise when i upload them to their proper destination and view the page online it gives no problems.
I checked the source of the files but nothing seemes to be wrong.
Could this be an error in dfreamweaver or an error in explorer?
I'm working on a windows 2000 prof NT platform.
Any help would be more than appriciated.

I would check the frameset and see if it is using absolute path references. If so, then your browser may not beable to find them.
