frame-relay dlci

Hi,

I recently came across this question:

frame-relay is configured over a point to point connection between routers. The output from the show frame relay pvc status shows the link is INACTIVE. Which of the following devices could be the problem?

a. local router
b. remote router
c. remote frame-relay switch
d. local frame-relay switch

The answer is C & D, remote devices. However I don't know the reasoning behind this. Any info much appreciated.

sorry, forgot to add:

Ive been reading that the sum of individual pvc cirs can be greater than the port speed, but I dont know how this is possible - logically the sum of all cirs should be less or equal to port speed?
 
there are three states the dlci staus can be in

Active = connection is ok
Deleted = Local router misconfigured
Inactive = Remote router or telco switch misconfigured

for the second questuion, its called oversubscription.
here is a quick article, but you can do a google search to learn more on the subject.

 
Shouldn't the answers be "B" and "C"?

If the link is INACTIVE this means you're talking to the local frame-relay switch, but not all the way through to the far end.
