Frame Rate Question

Hi All,

I have downloaded many tapes into my computer and started the arduous task of editing. The issue is the final tapes have the problem of blurry/rippled lines around anything in motion.

I know to fix this problem you have to match your video and editing/export settings, and this is where I have issues and is something I have not been able to solve.

The video I captured into my computer saved as a 29.96 frame rate. Now I have been through just about every setting in the video options box and the closest I can get is 29.97 frames per second. Can anyone tell me:
1) why it has been saved in 29.96?
2) does it make that much difference to my video footage?
and 3) where can I find that setting in the video options to change it??

Other settings that dont quite match are the compressor settings. Which are set at:

Project settings: Microsoft DV (NTSC)
File settings: DVSoft (TM)
Export settings: DVSoft (TM)

All of these settings hilight in red in the settings viewer screen.

Until now I have been trying it all out (and ultimately messing up) smaller less important videos, but now I have a big project and I need to get it right.

Frame rates from FireWire capture are normally set by the supplying source, not Premiere.

As a possible workaround, you could experiment with the advanced video options for the source clips and set the farme rate manually to 29.97 or whatever you want.

I am assuming by "advanced video options" you mean the "advanced settings" under the "project settings - general" window. Is that correct?

This button is not available so I looked in the manual and on the website. The only information I can get on this is :

"Advanced Settings This button may be available if you have installed an editing mode plug-in provided by another manufacturer. For information on settings for your plug-in editing mode, see the documentation provided by the plug-in's manufacturer."

Ok, my questions now are:

What are these plugins?
What will they do?
Where can I find them?
Will they cost me?
And, how likely (if it ends up costing me) are they to fix my problem? (I have already spent much time and big bucks on different programs trying to get around this issue)

Advanced video options are available in the clip menu and from the right click menu on the timeline.

If they aren't there in your version, explain more about your setup.
 
No. I mean Advanced Video Options under the clip menu when the clip is on the timeline.
