Just curious if this is possible with our CS1000 and our deskphones are 2616.

Currently, when someone calls a department number, 400 for example, it also rings our deskphones (401 and 402).

Button 0 is SCR and the deskphone number (401 or 402). Button 9 is also SCR with the number of the department number (400).

If unanswered (we have no voicemail), is it possible to have it then ring one mobile phone, then another if not answered?

You can program it to dial a mobile number but once it leaves the phone system, I think it will keep on ringing at the first mobile called.

It is possible to do this if you have Personal Call Assistant (PCA) licenses. You would program the lines to ring simultaneously on the desk phones and on the cells. The trick is to prevent the cell phone voice mail from answering the call before it FNA's to the next phone. But is can be done.
