Forwarding to Cell Phone

MICS 4.1 with T1 PRI is setup to forward externaly to cell phone. When forwarding to a cell phone for examply on a ATT network the call completes whether the call origianted internally or externally.

However, we cannot get a call to complete to a T-mobile cell network which is using European standards. The call WILL complete if the call originates internally. An outside caller the is being forwarded back out will not complete.

Anyone experienced, or heard of this??
