Forwarding to an External Number using "Forward" button

I have a user who would like to forward their extension to their cell phone. Can they do this from the phone? What would I need to enter on the PBX to do this? Currently if you press forward and enter the 11 digits it just give a busy signal.

the cff in your cdb allows the ncos of the station to control the forward dest, cfo (default) allows the originating trunk/station to determine the forward dest. if you want just internal uses to reach the number, the ones that could dial it with there ncos then cdb cfo in fine, but if you want external calls and all internal calls to follow that forward then ACE nailed it.. after the change, the use presses the forward key once, dials 9 plus the number and then forward again.. with call forward external allowed his key 0 will forward if it's marped on that set

A word of caution - a user's coworker could walk into his office and set the CFW number to their granny's condo in Timbuktu, then call that extension from home later - guess who pays for the long distance call and who gets blamed.
