forwarding email

i've got a user who almost reached the mailbox limit of 1gb.
(yeah i know it's a lot):-(
i've been telling him to delete some files.
now when he attempts to forward emails, the message that he gets is[unable to forward email with encryption], the actual email message however is not encrypted.
have anyone encountered this problem.
i'm not sure if this is related, however the other problem that he has is, he has multiple copies of his mailbox[such as local...]
if i were to reinstall his lotus will this solve the problem?

I think your user has reached the database limit. In practice it is 980mb.
