Forwarding and SCN

Has anyone ever had this problem?

IP Office SCN- Everything seems to work fine for desk-to-desk dialing and centralized voicemail...But with the following scenario things act different..

User at Site B forwards their phone to a local outside number...If a local user at site B dials this user's extension number, everything works fine...

When a User at Site A dials the User at Site B, the call tries to forward to the number but out a trunk at Site B...

Anybody know how to fix this?

The way I read your post it says that the forwarded ext is doing what it is set to do, what is the problem?

Sorry, I had a typo...the last line should read:
When a User at Site A dials the User at Site B, the call tries to forward to the number but out a trunk at Site A...

I also have done some further testing and this is what I found:
If the user sets FWD on a No Answer, the call forwards out a local line at Site B...When Unconditional FWD or Follow Me FWD is set which allows the call to FWD immediately, is when I get the problem of the call using a local line at Site A.
