Forward to other line then voicemail

I have a situation where I need the following:
1. call comes to a phone where it rings.
2. if phone is not answered or busy it is forwarded to another phone (secretary).
3. if the second phone doesn't answer or busy it goes to the second phone's (secretary) voice mail.

I've gotten it to go to the secretary's phone, but it doesn't reach her voicemail. It always goes to the phone systems main menu. If I dial the secretary's extension directly it goes to her voicemail just fine. Does anyone know how I can accomplish that 3rd step?

I forgot to mention I have call manager 4.1.

Looks like I posted this too soon. I figured out my problem. In Unity, I had to add alternate extensions to the secretary's account. After that it worked.
