Forward Number R9

At a client (Release 9) a couple of days ago I set a forwarding number button on a user. Issue is that each time I entered a number which was not one of the extensions or in the directory the save button did not appear!

Any suggestions pls? I wish to fwd calls to an external number

Turn on allow off switch forwards under telephony.
