If I have a queue, and nobody picks it up, can I have it forward to an outside line in that case ?

If you set it to fallback to another group that has a virtual user forward to the number and forward hunt group calls is checked

Right, create your self a virtual user. Have this set with forwarding on and forward hunt group calls to the number you desire.
Then create a New huntgroup and call it overflow or the likes, make sure this is set to hunt, add the virtual user you have just created.

Then go to your group you wish to forward and add you newly created huntgroup into the overflow list.

Mess with your timers, till you are happy. JOB DONE.

Would this also work if nobody was signed into that queue (after hours or lunch)?

OOH's create a fallback so you can switch this on or off. Again similar to how I have already said.

At lunch once the overflow timer has expired it will overflow.
The only thing I would say is if no one is logged into the group I have a feeling the call will queue until the overflow is expired.
