Forward External during power outage

Guys, newbie here, I know just enough to be dangerous. Tell me why this doesn't work or suggest an alternative.

We've had a power failure in our main building. Satellite buildings are still powered, PBX and servers are on a (diesel) generator.

Folks who work in that building need their phones forwarded. I've done the example below, it does NOT work: I get 4 ring tones then it goes to the FDN (voice mail). You can call the destination number from the set (if it was powered). I can change the DN and set an ACD and it works, but I hate to keep doing that. Does the (IP) phone need power for CFW to work? Any better way?

Not activated at phone, no power to phone, no easy way to accomplish this.
 
Let me see here.. shouldn't CFTA be set in CLS for the set to forward externally via the CFW button? Just a thought. Also, if you have access to the MDF "you" can CFW the sets from the TN yourself. (if there isn't that many)
 
CFTA is Call Forward By Call Type so you can have different forwarding for internal vs external calls. CFXA is for external call forward.
