Forwarding should work regardless user is logged in or out.
Open Manager go to user, select forwarding tab and forward all calls to the desired destination.
You don’t need to delete that.
Do you have duplicated ext or 2 users use the same ext?
Does it go to voicemail instead when calling the user?
Is it not workIng Form internal and external calls?
