I have the following below

Account No Occcupant Code
40512400 11

I need a formula to show

4051200-11

Assuming that the old number is in A1, formula in another cell:
=SUBSTITUTE(A1," ","-")
If you just need to replace existing value by a new one, use excel's find & replace functionality (search for " ", replace by "-", without quotes) for a selected range.

The formula is not working for some reason. I need to be able to see in a new column:
4051200-11

F1 is your friend!
You have those two values in two columns, say A1 and B1, right?
=>in C1:
=CONCATENATE(A1,"-",B1)

If you have data in two cells:
=A1&"-"&B1
