Formatting a highlighted selection (to bullets, different font, etc.) affects the entire document. Hitting undo restores the document to original format, and leaves the requested format change on the highlighted selection.

Workstation was upgraded from Office 2000 to XP. The problem has existed since that upgrade.
 
It sounds like an issue with styles. Instead of changing just the selected text it is changing the text's style, which then propagates through the document. I don't have Word XP, but check the TOOLS, OPTIONS (or the equivalent area in XP) and look for automatic style editing or something similar.

This is an issue that some of my users were experiencing. At some stage they had changed/formatted the style, and placed a tick in the checkbox, automatically update (Format => Style => Modify). When this box was unchecked the problem disappeared.

Thanks for steering me in the right direction. I had to right-click the normal style in the Styles and Formatting Task Pane, click Modify and remove the checkmark from Automatic Update Style.
