There are 2 things you can do.
One, in the properties of the form (right click on the form where there are not controls), and then in the "Layout" tab, change the height and width of the form.
You can also set a "Default" size to match standard screen sizes, like 640x480 or 1024x768 (the norm these days) using the "Tools|Options" menu. The click the "Forms" tab, and the "Maximum Design Area" drop down has the standard sizes for setting for default.
