Force Mobile Twinning Over Analog Line Rather than SIP

I have one remote user that has twining setup. We only have one SIP trunk so I need the twinning to use one of the analog lines rather than try to use the SIP trunk as it wil already be in use when someone calls him. I've tried adding a 9 in front of his mobile number but it won't seem to go out over an analog line. My guess is that I need to modify ARS but my efforts have been unsuccessful. Any ideas?
 
Maybe I'm using the term "analog" incorrectly. They are just not SIP lines. I had this working at one point last week but then a number of changes were made to the system.
 
I'm seeing the twinning occur over the other lines but it's only there for a few seconds before it shows "clearing." Why would it drop so quickly?

They are either analog lines or they are not if they are then the twinning is not supported, if you have SIP or BRI or PRI lines then you can twin successfully.
If you find out what you have then let us know as we need the correct info to give correct advise and help out.

So you have multiple analog trunks and only one channel of SIP?
I would turn that around :)
