Force local users to log onto Domain using GPO 2

I have a problem I hope someone can help me with. We use a Proxy Server to limit access to certain sites which is configuerd in our Default Domain Policy. Which works fine. The problem is that if a user logins locally, it bypasses the Proxy since they are not logging onto the Domain. Is there a way of disabling Internet access if you are logged on locally through GPO?
 
I am using an appliance based Proxy for content filtering purposes.
 
Why not configure your Firewall to only allow http traffic from the Proxy Server.
We did a similar thing here.
