Force line break after fixed number of repeats on repeating frame

Writing a character based report to print labels - I have the spacing correct finally. The paper has 12 stickers on each line - size of 1 inch by 1 inch. I have one repeating frame that prints everything.
I need to control the maximum number of repeats for that repeating frame on one line.
Right now - it prints 13 times on a line instead of 12. The page size is set to 12 inches X 12 inches. If I change it - the space between each label is no longer correct.

How can I force a line break after a certain number of repeats?

I have even tried setting the page size to be 12 inches by 1 inch and setting the max records per page to 12. This works in the report writer - but when I take it to Apps - it prints incorrectly. Each line in the repeating fram prints several labels apart vertically. It does not look the same.

Try putting repeating frame into another frame with fixed vertical elasticity and adjust the vertical size of that outer frame to keep desired number of rows.
 
I am unfamiliar with the fixed vertical elasticity option. This is reports 2.5 - not sure if that is available?
 
I am pretty sure the property should be there. Let's try: click on the frame, then F4, ... in the General Layout section...?
 
I see where you mean. The sizing section. That took care of the number of records across and down. Now I just have a "creeping" problem with the labels vertically. Three rows print perfect and then the top line starts to creep up and the spacing is off...I've been playing with it for about an hour.
 
Yes - Already set to fixed. It's a bugger of an annoying problem.
 
The box gets full with spam faster then I can clean it. I cleaned it up before asking you to send though. OK, send to vn2 at gmx dot net.
