force IE to start vpn client

hello...we are trying to control remote users that do not come to the office ever. what we are looking to do, is force the vpn client to start and make them log on, any time they choose to start internet explorer. is this possible? if so, how?
 
Had a similar issue to this in the past where a customer wanted all traffic from a laptop to go via their corporate proxy.

The way we got round it was set the dns server to be an internal one so any network activity connected the vpn.

Not sure if it would work but you could try setting up a proxy.pac on an internal server (which will then bring up the vpn) and just configure it to access the internet direct (or via your proxy server)
