Force entry if another cell has data

I have Column H - Amount Received that I want to force and entry if Column C - Date Received has a date. Is there a way to do this? I've tried the conditional formatting and it works great if I needed to force an entry from a range but not based on another cell having data. What can I do? Thanks!

Check out Data > Validation

But there is really no way to 'force' the user to enter data, for instance, before leaving a cell, without VBA Code.
