Footers on a two copy per page Publisher Document

I have a document set up where two copies per page will print (postcard, 1/2 page letter,portrait orientation). I have set up a footer for the document but it only shows up on the top copy. Anybody have any suggestions?????

Header& Footer are on the Background page of a page. { See menu View/GoToBackground and View/GoToForeground} P.S. this is alos where Page numbers go {in a text box}
They must be placed on each and every page; they do NOT repeat automatically.
