Follower COT's cant get bootp With Cisco 3550

I have a number of IBM 306 COT servers that I am trying to add as a follower and it fails when I transfer. This is on a Cisco 3550 that the network guys say nothing is blocked but when i connect the E-lan of the leader and the E-lan of the follower to a hub the transfer completes. Any clues where to tell the network guys to look or what to alow so this will work?

only way is to get a sniffer on the lan and tell them what ports are being blocked...

The issue had to do with some DHCP Snooping Configuration's that were recently turned on. All is well now.
