Fn key on laptop

I have an IBM Thinkpad laptop which has a FN key. This allows you to perform certain tasks by using the FN and a specific Function key.

However i have an external keyboard which also has a FN key. This FN key does work though and i'm wondering if its possible to make a vb program which runs in the background, picks up the keycodes and then fires off the correct key code for the specific operation.

Anyone done anything like this?
 
You can monitor keystrokes by hooking the keyboard (see SetWindowsHookEx in the MSDN). However, since you app needs to be hooking global, the hookproc has to be located in library. So you probably can't do with just a VB exe.
