Fly-out menu speed

How do you change the fly-out menu speed in Win2K?

I know the NT registry setting or this and you used to be able to do it through TweakUI under NT, but I'm looking for the Win2K GUI method. You can get TweakUI for win2k, works in the same way as the NT version.

As a matter of fact, I just found out about it independently earlier today. It was released only last June. Just what the doctor ordered.
