Floating panels

I'm trying to get floating panels that can be closed, resized and moved around the screen. Right now, this is what I get. I have a panel that is anchored on the left of the screen. If i click on it, a blue bar will suddenly appear at the top and then, i can move it. Is there a way, i can have the top blue bar with the close X (top right) displayed at all time without me clicking on it to activate?

have a look at toolbar2000 and tbx, g32.org
has great dockable panels ect.
