Flash Security Dialog Box

For Flash 8 and player 8 - how can I set a .swf file (that is embedded as part of an html page I built in Toolbook) to run on the internet, but also run locally (if someone downloads the piece) WITHOUT having the security dialog box appear AT ALL to the user? IS THIS POSSIBLE?

When does the "Security Dialog Box Appear"?
What does this mean? "When someone downloads the piece
 
No...what I mean is that when you take on line Flash content and off line it to a local computer you get the Flash Security alert asking the user if it is ok to communicate with the internet. I am wondering if there is any way to avoid having the user have to deal with this message at all, or is it - as i think it is - a part of Flash and there is no way to stop the alert from being presented.
 
Since Flash Player 8, local Flash movies are not allowed to access network by default. However Projectors do not have this restriction, you can offer a Projector version for local use.

Author/Developers may be able to modify their content so that users don't need to take any action. If your content does not access any local files, it can be modified to interact with the network only. This can be done using the standalone tool provided, called the Local Content Updater or by using Macromedia Flash 8 to publish your SWF using the "Allow local file to access the network" setting.

I tried this in Flash 8 and I think it may work...
