I have looked high and low and none of the "many" postings found in google has the answer - I think I've tried all suggestions over the past two days

my configtest.php returns this
Code:
SquirrelMail version:	1.4.23 [SVN]
Config file version:	1.4.0
Config file last modified:	15 December 2014 20:49:12
Checking PHP configuration...
    PHP version 5.5.9-1ubuntu4.5 OK.
    Running as [URL unfurl="true"]www-data(33)[/URL] / [URL unfurl="true"]www-data(33)[/URL]
    display_errors:
    error_reporting: 22527
    variables_order OK: GPCS.
PHP extensions OK. Dynamic loading is disabled.
Checking paths...
    Data dir OK.
    Attachment dir OK.
    Plugins OK.
    Themes OK.
    Default language OK.
Base URL detected as: [URL unfurl="true"]https://10.0.0.21:8080/webmail/src[/URL] (location base autodetected)
Checking outgoing mail service....
    SMTP server OK ()
Checking IMAP service....

ERROR: Error connecting to IMAP server "localhost:143".Server error: (111) Connection refused
I am not even sure what info would be necessary to include to help you all with pointing me in the right direction so, if anything is needed, please ask!

Where/How do I fix the problem with connection refused as listed above?

Thank you all in advance for your assistance!

It's seem either port connection issue or permission issue.

Check the port 143 if it is open or not lsof -i -P

I am not sure but your port should be 443 instead 143?

Learning is not enough, you have to apply it...

143 IS the default IMAP port that Squirrel uses to 'talk' to the server

443 is the default for HTTPS which is used for browsers to 'talk' to Squirrel.

as the connection is internal (localhost) it does not need to be 'open' through a firewall "connection refused" in this instance seem more likely to be caused by no running IMAP server or IMAP has been set to listen on a different port.

What are you using for the IMAP server?

I ended up scratching the server - started from zero - and got it to work the 2nd time around.

Not sure what I missed on the first try but the 2nd time I decided to run the apt-get install command one package at a time to make sure I had a chance to address any potential problem related to the package should I run into one.

On my first attempt, I cut/pasted my way through mostly into a shell script and ran the script - I guess now that this was not a good idea.

Thanks!
