Firewall Configuration

Here is the scoop, I need to be able to configure the firewall to allow internet access during specific times. Sounds pretty simple, right? Not even, I need to be able to configure it for specific computers, not all of the ones in my network.

Here are my questions:
1. Does this have to be done locally on the computer or can it be done through my server?
2. Can it be done through the Windows firewall or do I have to get an external firewall to implement this change?
3. Can it be programmed through the router?

What type of firewall are you using? What type of server (OS)?
 
We are using the firewall that came with the Trend Micro Client Messaging Security Suite and the operating system on the server is SBS 2003 R2.
