Finding Online Proxy Server to Download at a University

I have got to college and when i go to load up my downloading program (DC++) it says "*** Connection refused by target machine". I must resume my downloads but cannot get around university firewall. I was thinking if i could use a proxy server to run through then download. Does anyone know if this will work, or know any free Proxy Servers online? Operating System Windows XP Professional. Thank you.

Hey Im having the same problem with the proxy server not allow MSN, music downloaders, Online Games (ie Star Wars Galaxies) and it has surf control,

This is working as designed. The firewall and proxy serveris probably setup to disallow connections to remote proxies. This is to protect internal machines.
