Filtering Modem connections through a router.URGENT HELP

We have 7 E1 lýnes connecting to the PSTN. Our company demanded us to filter the Modem connections for security reasons. Can you help me finding a switch or a router filtering the analog (asynchronous) connections. The diagram is below


PABX--------- Switch/Router-------- PSTN
--------- --------
--------- --------
7X2 Mbit 7X2 Mbit

We dont want clients of PABX to connect to the internet using aour E1's.
Any help would be much appreciated.

P.S. No compression is needed just filtering.
