Hello,
Here is the thing. A poster has been put up around uni that says 'For more info go to

http://www.sg.qut.edu.au/elections'

Now there is a folder within the site called elections and there is 1 htm file inside this folder. When you enter the above address it cannot find the htm file. At first it was called elections.htm but then I thought maybe I should change it to index.htm so it would automatically find it but that didn't work. So how can you get it to auto open up the htm page?

In IIS admin mmc on the server, on the web site or virtual directory that has this folder right click. Goto properties. click the 'Documents' tab. Be sure the 'Enable Default Document' box is checked. Add 'index.htm' to the list of default documents.
