File server with proxy server

I have to manage a network with a NTServer 4 that works as file server and 7 clients win 95 and win 98. I gave the clients addresses from 10.0.0.2 to 10.0.0.8. Then I installed Proxy server 2. I have told the setup program that the internal network has addresses from 10.0.0.1 to 10.0.0.16. After Proxy Server setup, only five clients are able to connect to the files on the file server. If I shut down a PC that is able to connect, another PC that wasn't able before, becomes able to connect. The maximum is always five pc. What's happening?

where can I find this setting?
When I had only NT, I had no problems. What must I check now?

go to control panel and licenses and check what config you have... Try going to the MS web site & find the differnces between per seat & per server.
