File Permissions

Is there a way one could force all files created in a sub-folder to have a particular set of permissions irrespective of who or what permissions the user grants the file when its created.

i.e. I will like all files created in /send to have 777 permissions irrespective of who created the file. Is it possible to enforce this in UNIX?

I know about AIX umask! You can set the umask for the users (maybe you can set this from /etc/environment file to make it general for all users)
