file maker pro 6 unlimited - user limit exceeded

Could anyone tell me why this error message appears?
In our company we bought official version of FileMaker Pro 6 Unlimited, we were told that it isn't any limit for users over the web, then I was really surprised, because of this message:
User limit exceeded, The maximum number of licensed users are connected. Try again later.

any help will be really appreciated

Hi Jasna,

I believe there is a 10-user limit in IWP for 6.0. This number has been further decreased to 5 concurrent users in 7.0, which I currently use.

I have found this sentence on filemaker official site:

The Web Companion that ships with FileMaker Pro 6 Unlimited allows access to the Web Companion for an unlimited number of Web users. The Web Companion that ships with FileMaker Pro 6 is limited to 10 IP addresses in a rolling 12 hour period.

Does that mean: concurrent users or not?
