File associations unchangeable

I am logged in as domain administrator onto s server running win2k server SP3. When I go to folder options to edit file associations, every button is greyed out. What's going on? What do I need to do to get around this? Thanks!

Answered my question: Terminal services needs to be in remote admin mode.
