file association in Terminal Services

We have a win2k server running citrix. I put the server in remote admin mode and created a new file association. Put it back into application mode. I am on the console, not in Terminal Server, when I do this.

But when users login via terminal services into Citrix, the file association doesn't even show the program it's suppose to use.

Please advise. Thanks.
 
why not just make a shortcut and parse the datafile directly to the application that uses it...

e.g. winzip.exe bob.zip
 
The issue is that users on that server are not computer literate. For the longest time, when they receive an email attachment, they click on it and open it. Any other way to open attachments, they won't go for it.
 
Any resolution to this? I'm running into the same problem.
