FIJI TFTP download failure

PBX SYSLOADED and when it came back there were issues with FIJI Ring 0. locked it to ring 1 and tried to FDL ring 0 with the error DOWNLOAD FAILED ON FIJI 4 0
REASON: TFTP FAILURE

Would anything other than a FIJI card result in this error?
