I'm looking for a documented procedure to upgrade fiji cards to version 21 with as little down time.

The firmware zip file from Nortel's webpage does have some script files for various CPU's to update the FIJI firmware. And it has some simple instructions on what to do and how to run them.
You do have to have access to PDT to run them.
