Fiber Remote Mutli-IPE SYSTEM MONITOR

Hello all,
I have a customer with an Option 81, here is the rundown of equipment.
Bldg A
Core 0 and Core 1
IPE 20 0 and 20 1
Fiber Remote Multi-IPE unit

Bldg B
IPE 4 0 and 4 1
Fiber Remote Multi-IPE unit

My question is concerning the System Monitor cabling.
We are receiving a PWR 13 alarm, indicating slave is
not responding.

This is how it is wired now:
Bldg A column - J6 to J5 of Fiber Remote unit.
Bldg B - J6 of Fiber Remote unit to J5 of column.
Is the System Monitor cable supposed to go from the OUT of the Master, to the IN of the Fiber Remote, then the OUT of the other Fiber Remote, to the IN of the other column?

Sorry for the lengthy post, just trying to get most of the possible questions covered first.

*UPDATE*
Well...
After extensive troubleshooting, this problem still persists.
We have double-checked dip switch settings on System Monitors, checked dip switch settings on the Fiber Remotes, swapped of Fiber Remotes on local and remote sites.
Our next course of action is to attempt to replace the PDU in the remote site. Not sure if this is the problem or not, but I am at wit's end on this.
