1) When setting up a tape loader do I use the tape library or RSM option in the device setup (seen both suggested)?

2) Can I use an MSDE databse in place ot the VLDB?

1) Recommended to disable the tape library and device from the windows device manager and removable storage service should be set to disabled as the ARC serve Tape Engine sends SCSI commands to the SCSI Port provided by the driver for the SCSI or Fibre controller via an API in the OS.

2) MSDE cannot be used for your BrightStor database server. MSDE has a limit of 2GB and BrightStor ARCserve/Enterprise Backup was not designed to use MSDE.
You can choose to use the default VLDB database, or configure your server to use a full version of Microsoft SQL Server.

Seem to be using a MSDE database, unlikely ours will reach 2Gb in size, just fed up of VLDB.
