I have an extension that when I try to do Call forward no answer or call forward busy using the feature access code the display shows restrict and I can not forward calls. how do I remove the restriction. The restriction is not on all phones so I know it is not a global setting.

The phone has a callback set more than likely. In CMD 200 find the access code for A003 or just set one.
CMD 200>XX>A003 for callback cancel then from that phone dial the code. Having a callback set on a phone restricts call forwarding. You also might want to go into
CMD 1503 and restrict callback. CMD 1503>00-15>0.
