In your case, digit "9" has to be a destination code and not a pool access code.Then you need to enable the redirect feature under capabilities of each sets then you'll be able to call forward to external(works better with PRI..)
Remember that when a call is forwarded to an outside line, you're tying up two lines when someone dials the forwarded set. Also voice volume will be significantly lowered if it's analog.
