FCT's with IP Office

I have an IP Office 406v2 with Nokia 22 FCT.It works fine but when i try to disconnect a call it doesn't recognise the busy tone,so the call is not being disconnected.

This happens only if the call has not been answered,this means that this happens only if i disconnect the call while it rings!

I have tried to play a little with flash times but nothing changed.The same thing happened with an ericsson fct too,so i believe it has to do with IP Office.Also,i tested it on an Alcatel Omni PCX and it works fine!!
