This is a bit confusing, we have 2 Avaya IP400 Pots modules. Lightning knocked one of them out, it was replaced and is working properly. The second module only has 3 faxes plugged in it, when you try to dial out 2 give a fast busy and 1 gives a normal busy. All of them receive faxes and all of the unused ports get a dial tone. Switching the devices to the ones with a dial tone work for a while then fault to the busy signal but will receive faxes. I am lost any help would be appreciated.
