Not a program, per-se, but there are fax "servers" that do this. We sell a lot of MultiTech FaxFinders with excellent track records. Only requirements from the IPO side are analog station ports, same number as the size of fax server you have - 2 port fax server (like the FF220) needs 2 analog station ports, and so on.
There are more advanced fax server systems out there that can do T.38 over SIP, but that requires an IP500 on 5.0 software, and the licenses to handle SIP extensions (plus VCM resources, etc.)

We may be able to make the sale, of an ip office 500, vcm sip etc. But the sale needs to depend on fax over sip, but we ned software than can send the faxes?? nything out there thats cheap and cheerful?
