Fax problems in Opt11C fiber expansion cabinet

Fax machines in one fiber expansion cabinet have mutiple issues. The issues are trouble sending or receiving more than one or two pages, and time out duing handshake. This occurrs on local as well as long distance calls. Analog sets uers report no problems in the same cabinet. The customer is using copper trunks. The analog cards have been replaced as well as the power supply in this cabinet. The fiber connections have been unplugged and reseated. Thanks in advance to all.

sounds like getting errors on fiber - like a noisy T1 -most users will not notice but FAX and Modem have to constantly resend.

Suspect:
1-Fiber- is this an option 11 with standard 30' fiber? of located somewhere else using campus fiber? or large switch with fiber remote? Dirty or loose ends or kinks in fiber or bad fiber patch cable might be cause.
2- Fiber cards - if option 11, could be fiber reciever or fiber daughtercard (have seen more fiber reciever failuars than daughtercards). If large switch could be loop card or daughter card/s or fiber controller at far end. If large system use MMI to try to see what type of errors and use loop back to see what side runs clean.
 
I changed the power supply and this resolved the problem. The old ps was a rls7 and the new ps was a rel 14.
