Fax detect issue on IPO 500 V7 Analogue lines

I have an IP office on V7 with analogue lines, The fax line is set to auto detect via the embedded voicemail. It works intermittently. When you watch it on system monitor some calls work and you see an inbound call route to the fax as it should, then the next call hits the main huntgroup as it shouldn't. This is set up because the end user wants to receive voice calls on his fax line.
