Fax always rings busy

Any clues on this one?

We've got a fax on x2061 that always rings busy. We've swapped the fax machine & the fault stays with the line.

I can't see any differences between them to guess why this is happening. The only thought I've got at the moment is swap the mod-tap as I'm not sure that was moved when they tried a different fax.

* Stat the extension in LD 32. Does it always show as busy?
* Unplug the fax machine and mod tap and try ringing the extension / DDI is it busy? Does it still stat as busy?
* Plug a normal handset into the extension. Do you get dial tone? Can you dial out?
* Disable and enable the card. Sometimes ports lock up.

Possible options

* DND / Forward to non valid destination.
* Issue with fax machine / line cord / mod tap.
* Issue with cabling.
* Issue with FALC card.

Pull the jumper at the frame and see if it still rings busy.
